Key management in a government contract
A clear technical description helps to compare different proposals on their merits. Start with the intended use, then describe the functions needed for it.

What would you like to manage?
State the number of key holders and compartments, the types of items, the number of locations and the desired expansion options.
Distinguish between key registration, access to a compartment and recognition of the contents. These are different functions.
How should the system work?
Describe the identification method, user rights and required links. Also indicate how local management, network management and any access from outside the network should be set up.
For the event log, the recorded events, storage capacity and export options are important.
What happens in the event of a fault?
Ask for a clear description of how the system works during a network or power failure. Establish which emergency procedure is available and who may use it.
What is included?
Have hardware, software licences, installation, support and any recurring costs itemised separately.
